HIDA JOURNAL6Georges Borel Award was named after Georges Borel, one of EOQ’s foundation members and President from 1971 to 1973. Georges Borel Award is considered to carry the highest prestige in Europe in the eld of Quality Management. Georges Borel Award is awarded to three areas, one of which for “International” achievement was awarded to Dr. Kano. He received this award in recognition of his numerous globally renowned theoretical achievements including Theory of Attractive Quality (Kano Model), Task Achieving QC Story, Daily Management and “House of TQM”, as well as for his work as a founding member, the rst chairperson, and now the Honorary Chairperson of Asian Network for Quality (ANQ), along with his contributions as a conference speaker and consultant to promotion of Quality Management in Europe and worldwide.Dr. Kano was previously decorated with the highest honor in Japan, the Deming Prize for Individuals*1 in 1997. In 2014, he also became an Honorary Member of the American Society for Quality (ASQ),*2 a title associated with the highest prestige in the eld. Now having been awarded Georges Borel Award, Dr. Kano has achieved the Triple Crown: the highest prestige in Japan, US and now Europe.HIDA rst received Dr. Kano’s guidance in 1976. It was when the organization that would to become HIDA, the Association for Overseas Technical Scholarship (AOTS) was contracted by United Nations Industrial Development Organization (UNIDO) to provide a quality improvement course: In-plant Group Training Program in the Field of Quality Improvement of Industrial Products*3 (hereinafter referred to as UNQC), aiming to facilitate comprehensive and practical learning of Japanese corporate style Quality Management Activities, delivered through combination of classroom lectures and plant-based practical exercises. The course was eight-week long, guided by Dr. Kano as the program coordinator. AOTS then opened own course, The Program for Quality Management (hereinafter referred to as “PQM”) in 1982. PQM has become an annual xture since then until now, with guidance of Dr. Kano right from opening of the course. We newly created “The HIDA Executive Program for Quality Management by Dr. Kano” (herein after referred to as “EPQM,” information also on page 9), for CEOs and executives, under supervision and guidance of Dr. Kano as the Program Director in FY2007.To date, 1,046 persons from 69 countries attended UNQC, PQM and EPQM; with 172 from 46 countries having attended UNQC, 686 from 50 countries PQM, and 188 from 29 countries EPQM. Those graduates, having been inuenced by Dr. Kano’s guidance, are now doing great jobs at their respective organiza-tions across the world.HIDA congratulates Dr. Kano’s receiving Georges Borel Award and achieving the prestige of the Triple Crown. We hope his expertise and experience are spread among many more people.*1:An award marking the achievement of an individual or group for their excellent work on total quality management (TQM) research or promo-tion. The award recipients are selected by the Deming Prize Committee, whose secretariat is at the Union of Japanese Scientists and Engineers.*2:The highest prestige given by ASQ to an individual who made a signicant contribution to the eld of quality management. Since Dr. Walter Andrew Shewhart, the father of statistical quality control, was named the rst honorary member in 1947, there have only been 27 honorary members, including Dr. Kano (the 26th).*3:In-plant Group Training Program in the Field of Quality Improvement of Industrial Products, abbreviation UNQC, was held altogether 13 times between 1976 and 1996; annually until 1980, then biannually between 1982 and 1996. The year 2016 also marks the 40th year since HIDA started receiving Dr. Kano’s guidance. Following are the news of his winning the Award and description of his guidance to HIDA.
