HIDA NEWS16 HIDA JOURNAL One of the major outcomes from HIDA’s industrial HR development activities that have gone on for more than half a century is the formation of invisible human assets. In other words, these human assets are the HIDA/AOTS Alumni Societies. These alumni societies were independently established by trainees who returned home after receiving training in Japan through HIDA programs on the basis of their shared experiences from their training in Japan. At present, they have been organized in 71 places in 43 countries around the world. In their capacity as NPO corporations, these HIDA/AOTS Alumni Societies steadily carry out grassroots activities such as HR development and contributing to society which go beyond serving as mere social gatherings. Through this, they contribute to the development of industry and local communities in their own countries, while also striving to promote friendly relations with Japan. Moreover, in 1992 a fund (World Network of Friendship Fund (WNF Fund)) was established with the goal of carrying out HR development and exchange at the global scale. The human exchanges in the form of the reciprocal dispatch of trainees and experts dispatch between alumni societies that have been carried out in an ongoing manner since then have been carried out autonomously and proactively outside of Japan as well. This year HIDA marked its 56-year anniversary, and so now the HIDA/AOTS Alumni Societies from all over the world that were established soon after HIDA are at last marking their own 50-year anniversaries. The rst to reach this was an alumni society from the Philippines called the Philippine Cultural and Technical Association of Returned Overseas Scholars (PHILCULTAROS), which was established in 1965 a mere six years after AOTS (HIDA’s predecessor) was founded. An event commemorating this was held at the New World Makati Hotel in Manila on June 5, 2015. Guests included President Kaneko of HIDA, Mr. Yang Chor Leon, President of the Malaysia Alumni Society, Dr. Aung Win, President of the Myanmar Alumni Society, and other overseas representatives. It was also attended by influential local politicians such as Mr. Bayani Fernando, former Chairman of the Metro Manila Development Authority and his wife, Ms. Marides Fernando (former Mayor of Marikina). The nearly 100 attendees in total made for a grand celebration of its 50-year anniversary. The ceremony began majestically with performances of national anthems from both Japan and the Philippines. The standard programs continued in a highly dignified and solemn manner, including the introduction of arriving guests, greetings by the sponsors, toasts, and the presentation of souvenirs. Yet throughout this, there were musical performances at every turn from professional bands and singers, producing a lively, congratulatory atmosphere through the orid and typical performances of the Philippines. One of the highlights of the ceremony was a video clip entitled “Looking Back.” Speci cally, Mr. Abrenica and Ms. Christina, who are the leaders of PHILCULTAROS and who both have experience as president of the Alumni Society, spoke passionately and at length about their memories of when PHILCULTAROS was created, their gratitude to HIDA and Japan, and their hopes for succeeding generations. There was also a video in which President Kaneko was interviewed, in which he discussed his enthusiasm for the ideals that HIDA has adhered to since its founding, as well as the mutually complementary HR development programs with PHILCULTAROS. It was structured by incorporating plenty of static images of the Alumni Society’s activities in Manila and scenes of HIDA training in Japan. The way it was organized like this is symbolic of PHILCULTAROS’s current abilities, as it is furnished with a good balance of digital technical capabilities and flexible human associative strength. In addition, for the “Testimonial Speeches” Mr. Gallor, Vice President of URATEX, and Mr. Baylosis, a Director at Baliwag Water District, spoke about the dramatic changes in their workplaces brought about by HIDA training, which really threw into relief how HIDA training lies at the foundation of PHILCULTAROS’ activities. In addition, Mr. Dan, the current President, vowed to reform PHILCULTAROS through a strategy based on the 4S’s of Solidity, Systems, Synergy, and Sustainability. Finally, President Kaneko expressed his gratitude for the progress made by PHILCULTAROS, which has proceeded along together with HIDA in actually putting into practice the ideal of “Co-Existence and Growing Together.” He also expressed his hopes that they would continue to make progress together without stopping, thus bringing the ceremony to a close. Following after PHILCULTAROS, the Thai Alumni Society and Peruvian Alumni Society were established in 1966. Both of these Alumni Societies seem to have already begun working out plans for their commemorative ceremonies.
