HIDA JOURNAL4Congratulatory Message from Prime Minister Shinzo AbeDistinguished Guests, Ladies and Gentlemen,I would like to extend my heartfelt gratitude to all of you for organizing the 9th World Convention of HIDA/AOTS Alumni Societies in such a grand manner with the participation of more than 300 individuals including the representatives of the societies from across the world. My relationship with HIDA dates back to the days of my grandfather.My grandfather, Nobusuke Kishi, was acquainted with Mr. Hozumi, the first President of the Association for Overseas Technical Scholarship (AOTS). Our family has maintained exchanges with HIDA program participants for three generations including my father, and me. I had the pleasure of visiting the Alumni Societies in Thailand and India, and was frequently impressed with the splendid results of their activities.The Japanese way of supporting the developing countries is characterized by the fact that we start with transferring our technology and knowhow to a recipient country, and then allow them to solidify their industrial backbone for their own growth. This is time consuming but not eye catching. However, nation-building starts with people building or the development of human resources. Without focusing on this principle, no country can grow. In the Japanese way, we aim for mutual and long-term development while maintaining a low profile.HIDA is a crystallization of the Japanese way of supporting the developing countries.As the frontrunner of Japan’s technical cooperation, the AOTS, a predecessor of HIDA, was established in 1959. It was shortly after Japan started pursuing its own independent growth after the post-war recovery. With a strong commitment to growing together with countries in Asia and the rest of the world, HIDA has provided training for a total of more than 370,000 individuals.A lot of those who underwent HIDA training in Japan have become prominent leaders in various fields of industry, government and academia in their countries.I was told that you are going to have presentations of success stories. I hope that the best practices will be shared among all of you, and produce a further chain of success. After being voluntarily organized by the former program participants, the Alumni Societies have gathered their efforts for mutual development for over half a century. These societies are a treasure that I always affectionately remember. It is my immense pleasure that you have promoted Japanese technology and knowledge, and laid the foundation of industry in your countries. I would like to express my appreciation and thanks to all of those who are concerned. I wish to express my hope that further promotion of the activities of the Alumni Societies will contribute to the deepening of friendship with Japan, and mutual development. And with those words, I would like to end my address this morning.
