Reports from Overseas OfficesHIDA JOURNAL20“Selamat siang.” Here we will introduce the Jakarta Office in Indonesia, which is the only HIDA office located in the southern latitude. The office has jurisdiction over the largest Muslim region in Asia, which consists of Indonesia, Malaysia, and Singapore. For Indonesia in particular, it is projected that the country will become the largest market for cars in Southeast Asia this year, and while its population dividend persists it will have an abundance of labor resources and affluent markets with promise for the future. What is more, the strength of Japanese brands is incredibly high here, with Japanese manufacturers occupying more than 95% of the share of vehicles here in 2013. The Jakarta Office carries out its everyday duties in order to serve as an intermediary between local human resources and companies, as well as public-private officials and so on in Indonesia and elsewhere.We will introduce programs and topics unique to the Jakarta Office below.l Japanese language training program for Indonesian nurse and care worker candidatesThis fiscal year marked the seventh term for this program, which is based on an Economic Partnership Agreement (EPA) between the governments of Japan and Indonesia. This year Japanese language training was provided to 187 candidates, which marks a record high. The Jakarta Office held orientation for the candidates set to visit Japan in the future, and also invited them to an open farewell party held at the Japanese ambassador’s residence and even saw them off to the airport. At the airport we saw many of the candidates who had been in high spirits up until then appear sad at having to part with their children and families. Yet even with tears welling in their eyes the candidates embarked on their trip to Japan with ambition and determination in their hearts. We only hope that the candidates will be successful in Japan.l Project to set in place an environment for AMEICC programsThe Jakarta Office carries out study programs that hold up Indonesia as a case example for the development of industrial human resource models in ASEAN. The countries of ASEAN, which are undergoing remarkable economic growth, require exceptional industrial human resources. Given such circumstances, the plan is to study human resource development needs and human resource models for things like skill maps and career paths to turn potential industrial human resource reserves (like those who are still in school) into actual industrial human resources by taking Indonesia, which is projected to develop in the future, as the subject of such studies. When we exchanged opinions with people at Japanese companies in the region we frequently heard that they have trouble securing manager-class human resources. Moreover, according to members of the alumni societies in Indonesia local companies apparently also have similar problems. We will contribute to the smooth development of human resources by clarifying ways of training such human resources and the ability requirements needed.l Traffic congestionJakarta and its outskirts suffer from terrible traffic congestion, and if you are unlucky it can take as many as several hours to go a few kilometers. Infrastructural improvements have been long awaited, but it seems that various infrastructure construction projects, such as the construction of an urban rapid transit railway system designed to alleviate congestion, actually had the opposite effect of further worsening the congestion last year. In addition, weather and other unforeseen phenomena also had an outsized effect on this. When travelling through the local region here you are advised to do so with extra time to spare. Also, if possible we encourage visitors to experience the car free days held on Sudirman Street in the city, which are held on Sunday mornings.
