On April 1 this year, the Overseas Human Resources and Industry Development Association (HIDA) was reorganized as a general incorporated foundation. We would like to take this opportunity to enhance our competitiveness and expand our project areas by making the most of the public trust and tangible and intangible assets acquired over the many years since the period when our association was named AOTS or JODC. To that end, we have formulated a medium-term management plan for the three years from FY2013 in order to meet the diverse requests of the international community in this age of globalization. Our ultimate goal is to realize a world where all people can live and grow together through human resource development. To achieve our goal, we will continue to conduct the mission that we are committed to.In the medium-term management plan, we focused on the following high priority strategic goals: (1) strategic implementation of projects; (2) formulation of new growth projects through value creation; and (3) development of a basis for the enhancement of our competitiveness and financial structure. With a view to making effective use of the limited ODA budget, we prioritize projects and targeted areas based on developing countries’ needs as well as Japan’s growth strategies, thereby maximizing project achievements. At the same time, to meet the new, unconventional needs of industries in Japan and overseas, we aim to expand our project areas, including internship programs. In our efforts to achieve the second goal in particular, we have also established the HIDA Research Institute (HRI) in addition to implementing conventional training and experts dispatch programs for human resource development. The HRI aims to work in collaboration with the network of HIDA-AOTS pro-Japanese alumni societies that covers 71 areas in 43 countries around the world with a view to creating a platform (Global Interface Japan) that connects people with people and companies with companies across national borders. We are determined to contribute more than ever to promoting economic, technical and human exchanges as well as to supporting companies by providing information that supports their overseas development.At the Fifth Tokyo International Conference on African Development (TICAD-V), Prime Minister Abe presented the policy of supporting the growth of African countries through public and private sector initiatives. We believe that HIDA will be able to contribute to human resource development in Africa in line with this policy by using the experience and know-how acquired over the past years.To support human resource development for industries in emerging countries, such as Myanmar and India, HIDA will take an active part in promoting training programs in Japan for participants from such countries.
