3HIDA Journal No. 1 ● AUTUMN 20122. Experts Dispatch ProgramsThese programs primarily dispatch qualified experts to companies in developing countries to provide technical guidance and assist human resource development. Dispatched experts are able to provide pinpoint guidance because they are able to see firsthand problems or tasks onsite. This includes guidance on a production line or entire factory, or advice on establishing a management system locally to improve quality, cost and delivery (see Figure 3).3. Japanese Overseas Internship Dispatch ProgramThis program is being implemented jointly with the Japan External Trade Organization (JETRO) at the request of the Ministry of Economy, Trade and Industry (METI). Young Japanese adults and students are dispatched to developing countries to take part in an internship with a local company in order to foster Japanese human resources who are able to play an active part in a global environment.4. New Global Cooperation ProgramThis program, which does not rely on public funds, offers chances to network with Japanese companies and teaches about technology in the fields where Japan has established a strong reputation internationally, such as the environment and new energy. This is accomplished using HIDA’s many years of experience as well as network in Japan and overseas. The program focuses on the needs of human resource development in emerging countries.5. Alumni Society Cooperation ProgramAOTS Alumni Societies have been established in locations around the world by participants after they returned from their training program in Japan. Each Alumni Society strives to promote goodwill with Japan and other countries as well as make contributions to the local community and economic development of their country. HIDA supports the activities of these Alumni Societies and is working to strengthen collaboration with them for its programs. As of August 2012, there were 71 Alumni Societies in 43 countries.Figure 2 Overview of Training Programs (Technical Training)Figure 3 Overview of Experts Dispatch ProgramsHIDAJapanOnsiteLearn new technologies, etc.Train manager of local companyJapanese company (host company for trainee)Engineer from local company, etc. Subsidiary, joint venture partner, technical tie-up partner, distributor, etc.Company in developing country (company dispatching trainee)Receive introductory training at one of HIDA Training Centers (Japanese language and Japanese culture / society)Learn about unique technology at Japanese companyHIDAJapanOnsiteImprove quality, cost and delivery(QCD), etc.Encourage localizationJapanese company (company dispatching expert)Expert from Japanese companyInvestee company, supplierCompany in developing country (host company of expert)Technical guidance through on-the-job training (OJT) at local companyStrengthen management systemBased on Japan's new growth strategy, programs implemented this fiscal year by HIDA will focus particularly on two areas.
