HIDA JOURNAL6Examples of HIDA’s Training Programs for Human Resource Development As a case example of using the expert dispatch program, we will introduce Studio51 inc. which is a young corporation established four years ago as a computer graphic (CG) company for anima-tions and games. Following the dispatch of an expert in FY2015 to a CG animation company in Myanmar for technical instruction, the company has dispatched two experts in FY2016. We also accept 2D and 3D designs for a sole process and the creation of entire CG contents. As examples of our work, the creation of cuts for TV cartoons such as “Danchi Tomoo” and “Aquarion evol,” etc., the creation of CG assets for home-use games such as “Dragon Quest X,” “Final Fantasy 14,” and “Monster Hunter 4G,” etc., and the cre-ation of CG assets for smartphones such as “School Girl Strikers” and “Barcode Footballer,” etc. Other than these, we have created CG movies and motion pictures for game machines.Animations are very popular in Japan. How about in Myanmar?Activities for the penetration of the Japanese animation culture are gradually increasing in Myanmar, such as a costume play event of Japanese animation characters held in Yangon every year since 2014 and an exhibition “Japanese cartoons, animations, and games” held in February 2016, etc. Although Japanese cartoon programs are not commonly known among people in Myanmar as they have not often been broadcast on TV, people experiencing the Japanese animation culture have been gradually increasing in recent years due to the spread of smartphones. In addition, there are people who learn techniques for the creation of animations themselves and create animations. However, there is not much demand for animations in Myanmar. People who create animations accept orders personally only on an as-needed basis or carry out development in a team of several members.The popularity of animation seems to be limited in Myanmar. Why did you consider expanding into Myanmar?A person who has a business relationship with our company found out the situation of the popularity of animation in Myanmar and planned to establish a business with the aim of “Creating animations in Myanmar and contributing to the animation culture in Myanmar.” Then, we planned to develop the business while forming a business alliance with our company. In 2014, we established MYANMAR51 STUDIO CO., LTD. (MYANMAR51) in Yangon. Details of the business plan of MYANMAR51 are: First, staff in Myanmar will learn techniques for the creation of Japanese-style animations in Yangon. Then, they will create their pilot animations and sell them to amusement markets in Myanmar such as TV stations and advertis-ing agencies, etc. Finally, they will create and sell their animations. The plan is currently in progress. In order to have staff in Myanmar enjoy the advantages of Japanese-style animations in selling their animations, our company will support proposal activities and tech-nical matters. In Myanmar, one of the emerging countries, there is no foreign-capital enterprise engaged in the same industry with us. Therefore, we judged that Myanmar is a country worthy of prior investment and education. Also, as there are solid fans of Japanese contents although they have been still in the minority, we consider that we can increase and develop the fans.How has the business plan been implemented at MYANMAR51?MYANMAR51 creates 3DCG characters for games for smartphones and game machines upon request of our company and delivers all the created characters to us. Based on their accumulated techniques, they created pilot Japanese-style animations according to the business plan I mentioned earlier and carried out sales activities in Myanmar. However, funds for the full creation and agreement of a TV station that will broadcast the animations could not be obtained. We cannot say that their technical skills are sufcient. Examples of the opera-tions they can perform are part of the series of creation processes of animation such as the modeling creation of 3D designs of people, animals, and backgrounds on a computer and the motion creation for modeled people and animals. So it is essential to improve their technical levels and provide instruction on a wide range of creation techniques.As we happen to have an employee who has used the expert dispatch program of JODC (HIDA’s predecessor) when he worked at a different company and said that the program was very effective, we decided to use the same program for technical instruction. Due to constraints on funds, it was difcult for us to provide long-term instruction only by ourselves, but HIDA’s program enabled us to do it. In addition, the program provided us with a sense of security as it offered support for daily life including insurance during stay, etc.
