Resignation MessageResignation MessageResignation Message3No. 9 AUTUMN 2016At the board of directors and the board of councilors held on June 28, I resigned the president of HIDA. Including the era of AOTS, I spent time with AOTS and HIDA for nine years. The nine years passed quickly like “Time ies” as the proverb goes. At the same time, there were many large waves during the period.Soon after I was appointed to the president, we worked on preparations for the commemorative program in 2009 marking the 50-year anniversary since the establishment of AOTS. As it was an important program implemented once every 50 years, we asked for cooperation of all parties concerned. As a result, the commemorative symposium and general assembly were held successfully with the participation of members of alumni societies around the world. However, only a month later, we faced the largest wave. It was so-called the “Budget screening.” With the determination of a sudden and signicant budget cut, we were under a situation that the continuation of the organization was called into question. In response to the situation, we had to take “Measures to survive the restructuring” including reductions in uid costs and xed costs, for example, a reduction of the number of training centers. The measures could not be taken without the understanding and cooperation of all the employees. In addition to cost reduction, we had to change our existing work procedures and visions. Other than restructuring measures, we launched programs without depending on subsidies such as the establishment of New Global Cooperation Program (NGC), etc. All the measures and programs were performed for our independent program management for the continuation of AOTS, a unique and excellent organization in the world.Another large wave was a merger between AOTS and Japan Overseas Development Corporation (JODC) in 2012 and starting of HIDA’s new history as a general incorporated foundation in 2013. It was not easy for two different organizations to become one. We repeatedly had discussions to collect and harmonize opinions. Although the road to the merger was not smooth, I think that a common vision between the two organizations, contribution to the world economy through human resource development, connected each other. Thanks to the merger, we have become an organization that can comprehensively engage in industrial human resource development more than ever, taking advantage of experiences of the two organizations: Training and expert dispatch.What were not changed despite these large waves were worldwide human networks maintained since the era of AOTS. Ex-participants have organized alumni societies in various countries based on the same experience that they have taken training in Japan, and have been carrying out vigorous activities with having aspirations for becoming a bridge with Japan. Whenever I shared time with the alumni societies around the world, I was touched by their strong aspirations and energies. With the acceleration of overseas expansion of Japanese companies in recent years, there is an urgent need to develop human resources who are well acquainted with local circumstances. In order to meet such need, we established HIDA Research Institute (HRI) in 2013 by utilizing HIDA’s networks and know-how on human resource development, and launched programs to contribute to the world’s industrial development through collaboration with alumni societies’ networks. I consider that we could create a foundation to promote changes in the current and future HIDA’s program structure and to share the future vision of HIDA/AOTS.During my tenure for nine years, we had a turbulent period involved in the continuation of the association, but nally HIDA’s foundation is establishing. It is entirely thanks to the support from people in the Ministry of Economy, Trade and Industry and concerned industries and warm encouragement continuously offered by members of the alumni societies. The incoming period will be the developmental period to build up a new history for the next half a century. Fortunately, we could welcome a valuable human resource, Mr. Shinya Kuwayama, as the new president.
