Inaugural MessageInaugural MessageInaugural MessageHIDA JOURNAL2At the board of directors and the board of councilors held on June 28, I was appointed to the president of the Overseas Human Resources and Industry Development Association (HIDA). I deeply appreciate the honor of being appointed and feel a deep responsibility for the importance of the duties. In assuming ofce, my senior colleagues, people at related organizations, and members of overseas HIDA/AOTS Alumni Societies offered me congratulations and encouragement. I would like to take this opportunity to express my sincere appreciation to them.With its mission, to realize a world of “Co-Existence and Growing Together” through human resources development, HIDA has implemented training, expert dispatch, and other programs with the aim of developing domestic and international industrial human resources. HIDA including its predecessors, the Association for Overseas Technical Scholarship (AOTS) and Japan Overseas Development Corporation (JODC), have made signicant achievements for over 50 years in terms of the economic development of developing countries and the strengthening of economic relationship as well as the promotion of friendship between Japan and developing countries. The number of participants in HIDA/AOTS training is approx. 380,000 in total from over 190 countries and regions, and the number of experts dispatched is over 8,400 in total. These numbers indicate that an extremely large number of people who know Japanese technology and people have been playing an active role in industries in many countries around the world. In addition, HIDA/AOTS Alumni Societies established by trainees who returned home after receiving training in Japan have been organized in 71 regions in 43 countries around the world. They have been carrying out various activities for human resource development, cultural exchange, and social contribution, etc. in each region. I take great pleasure, and at the same time, have a tense feeling in participating in HIDA/AOTS programs that have been contributing to not only the economic eld but also the peaceful development of the international community in a broad sense, with assuming the weighty responsibility as the president of HIDA.In recent years, emerging and developing countries in Asia and other regions have been growing remarkably, and overseas expansion of Japanese companies has been increasing every day to absorb their growth potential. Accordingly, developments of human resources for advanced industries in emerging and developing countries and global human resources in Japan have been urgent issues. In order to address these new issues, we will implement further diversied programs in the future such as the New Global Cooperation Program and programs of HIDA Research Institute, etc. in addition to the existing training and expert dispatch programs by utilizing HIDA’s past experience and worldwide networks.Finally, I would like to express my appreciation for the achievements of Mr. Kaneko, the former president. During his tenure, he was obliged to carry out severe restructuring in order to signicantly reduce the budget. In addition, with the merger of the Association for Overseas Technical Scholarship (AOTS) and Japan Overseas Development Corporation (JODC), HIDA started its new history. Taking HIDA’s big turning point as a great developmental opportunity, he has established the foundation of HIDA with his enthusiasm and leadership. As his successor, I express my deep respect for his achievements and would like to continuously make efforts for the further development of HIDA based on his will.In the present day when the economic and social globalization has been progressing, domestic and international expectations for HIDA/AOTS are growing more than ever. We will be committed to carry out our mission to contribute to sustainable development of Japan and the world, and would like to ask for your continuous support and guidance.Mr. Shinya Kuwayama,President of the Overseas Human Resources and Industry Development Association
