HIDA JOURNAL10On June 10, 2016, HIDA held the opening ceremony of Yangon Ofce in Myanmar which was established in October 2015 as its new overseas ofce. Yangon Ofce is HIDA’s fourth oversea ofce after Bangkok in Thailand, Jakarta in Indonesia, and New Delhi in India.The ceremony was attended by a total of about 140 people including the representatives of ABK & AOTS Alumni Association (Thailand) and Persatuan Alumni AOTS Malaysia, in addition to related parties from Japan and Myanmar, such as governmental agencies, industrial organizations, companies dispatching trainees, host companies of expert, alumni societies, and returned trainees, etc. Mr. Kaneko, President of HIDA at that time, mentioned a close relationship between HIDA and Myanmar in his speech at the begin-ning of the ceremony, and that over 7,000 people took part in HIDA’s training and over 200 Japanese experts were dispatched to Myanmar. He also mentioned that the development of industrial human resourc-es, who will assume a key role in domestic industrial infrastructure improvement and economic activities, would be Myanmar’s future important task with a rapid increase in Japanese companies expand-ing into Myanmar, and that HIDA would continuously contribute to the development of Japan and Myanmar through human resource development support to Myanmar.At the ceremony, H.E. Mr. Khin Maung Cho, Union Minister, Ministry of Industry of the Republic of the Union of Myanmar, H.E. Mr. Tateshi Higuchi, Ambassador Extraordinary and Plenipotentiary, Embassy of Japan in Myanmar, and Mr. Win Aung, President, UMFCCI attended as guests. H.E. Mr. Khin Maung Cho, Union Minister, Ministry of Industry welcomed the establishment of Yangon Ofce in his complimentary speech by expressing his appre-ciation and request to HIDA that many industrial human resources in Myanmar could obtain knowledge and skills through HIDA’s training and expert dispatch programs, and that he would like HIDA to continuously provide wide range of support for human resource development of Myanmar. Following his speech, we received words of encouragement from H.E. Mr. Tateshi Higuchi, Ambassador Extraordinary and Plenipotentiary, Embassy of Japan in Myanmar that Japanese government would be committed to supporting Myanmar’s new administration as well as economic development, and he hoped HIDA would continuously play an important role in human resource development of Myanmar.After the opening ceremony, we held the commemorative seminar. At the seminar, a lecture titled “Current Issues on Human Resources Development in the Republic of the Union of Myanmar from a View Point of Supply Side” (covered in pages 8–9 of this journal) was given by Dr. Hiromitsu Muta, Professor Emeritus at Tokyo Institute of Technology and Policy Advisor at the Ministry of Education of the Republic of the Union of Myanmar, and a lecture ti-tled “Trend of Foreign Investment and Necessity of Human Resource Development in Myanmar” was given by Ms. Khine Khine Nwe, Vice-President of Myanmar HIDA (AOTS) Alumni Association (MHAA) and UMFCCI Joint Secretary General. We learned about the latest trends in human resource development of Myanmar.(Mr. Kenichiro Eguchi, Representative, Yangon Ofce) Summary of lecture by Ms. Khine Khine NweFor active foreign trade, Myanmar has developed the National Export Strategy (NES2015–2019) with the aim of strengthening the competi-tiveness of domestic companies and developing and improving business environments. However, it is difcult to achieve the goals of NES only by domestic industries of Myanmar. I expect transfer of technology and business customs through overseas investments.In addition, for the development of small and medium-sized companies, which account for the majority of companies in Myanmar, the improvement and enhancement of basic education and vocational training are necessary other than the de-velopment of skilled workers and capacity building. And at the same time, human resources meeting requirements of the in-dustries should be developed. It is import-ant that programs to develop such human resources are widely implemented not only in large cities but also in other regions. Summary of speech by H.E. Mr. Khin Maung Cho, Union Minister, Ministry of IndustryI express my appreciation to HIDA and Japanese government for their support for industrial human resource development of Myanmar that enables the cultivation of friendly relations between Myanmar and Japan. HIDA has implemented various human resource development programs in cooperation with ministries, agencies, and industrial or-ganizations in Myanmar. The government of Myanmar is very pleased with the programs. HIDA also has implemented training and workshops for the Ministry of Industry on management reforms and improvements of state enterprises and on industrial human resource development pol-icies. People who took part in HIDA’s programs, such as employees of the Ministry of Industry, people related to state enterprises, and private companies, especially owners and manag-ers of small and medium-sized companies, have been contributing to the development of Myanmar by utilizing knowledge they learned during the programs.Human resource development is an important task for Myanmar. I personally believe that Myanmar will develop through HIDA’s support.
