U Zay Yar Aung, Minister of Energy of Myanmar, visited Japan to participate in training held by HIDA as a project consigned by METI, where he held a meeting with President Kaneko of HIDA. Myanmar has continued to experience rapid economic growth ever since it transitioned from being a military regime to a civilian regime in 2011. In July 2015 the Thilawa Special Economic Zone (SEZ), which is located approximately 20 kilometers southeast of downtown Yangon, was partially completed. While the SEZ is garnering attention from overseas companies for being the rst site in Myanmar equipped with infrastructure that meets international standards, securing excellent local human resources there is posing a challenge. Against this backdrop, HIDA has been strengthening its support for HR development to Myanmar. In cooperation with the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI; concluded a memorandum of cooperation for industrial HR development with HIDA in 2012), HIDA held training on consignment from METI for about 1,000 Myanmar people in Japan and overseas in the previous scal year alone. For the energy sector in particular, the number of trainees from said consignment over the past three years has amounted to roughly 300 people. Minister U Zay Yar Aung had this to say: “My personal belief is that HR development is the most important of our investments over the long-term. Economic development cannot be achieved without excellent human resources. HIDA’s contribution to HR development in the energy sector in Myanmar has been huge, for which I am enormously grateful. I am also extremely pleased at having personally joined the ranks of HIDA trainees during this visit to Japan.” Following these remarks from Minister U Zay Yar Aung, President Kaneko made the following statement: “The trainees from Myanmar are extremely enthusiastic, ambitious, and outstanding. We will continue to proactively lend our cooperation for HR development in Myanmar.”Meeting between H.E. U Zay Yar Aung, Minister of Energy of Myanmar, and President Kaneko of HIDA Conclusion of a Memorandum of Cooperation in the Area of Industrial HR Development with the Rajasthan State Industrial Development & Investment Corporation Limited of India On April 6, 2015, HIDA concluded a memorandum of cooperation in the area of industrial HR development with the Rajasthan State Industrial Development & Investment Corporation Limited (RIICO) of India. The conclusion of the memorandum was carried out to coincide with the conclusion of a memorandum on industrial cooperation that was held the same day between Mr. Miyazawa, Minister of Economy, Trade and Industry of Japan, and Ms. Raje, Prime Minister of Rajasthan. At the signing ceremony, Ms. Veenu Gupta, President of RIICO, and President Kaneko signed the memorandum, with various officials from the Indian side in attendance, including Prime Minister Raje. The aim of the memorandum is to contribute to mutual economic development and promoting friendly relations between Rajasthan and Japan through cooperation over industrial HR development. It is designed to promote joint business by utilizing schemes and know-how from both RIICO and HIDA in order to improve the technical level and managerial capacity of industry in Rajasthan, while also contributing to the state’s sustainable growth. Since its establishment in 1959, HIDA has carried out training geared toward India for some 29,000 participants, and there are nine alumni societies comprised of HIDA ex-participants within India. The conclusion of this memorandum will promote cooperation with RIICO so as to contribute to developing human resources in Rajasthan, as well as promoting mutual economic development and friendly relations between Rajasthan and Japan. It is one of the strategic locations for industrial development and industrial concentration that is part of the Delhi-Mumbai Industrial Corridor (DMIC) being supported by the Japanese government. The Neemrana industrial zone that was developed by RIICO is located in a spot that is close to the state’s border with Haryana in the northeastern tip of the state, roughly 105 km southwest of Delhi Airport. From 2006 to 2009 lots within the industrial zone were only sold to Japanese companies, making it an industrial zone with a large concentration of Japanese companies on par with the industrial area of Gurgaon, Haryana, a boomtown to the south of New Delhi. Currently, a second stage industrial area exclusively for Japanese companies is being developed. ■RIICO’s predecessor was a state-run company that was established in 1956, but it became independent in 1980. It promotes industrial development in the state mainly centered on the development of industrial zones, and also functions as a nancial institution that extends loans to large enterprises and SMEs.
