HIDA JOURNAL6HIDA has carried out Training Activities for Industrial Human Resource Development for SME’s Service Industry since FY2013 after having been consigned to do so by the National Federation of Small Business Associations. This program is designed to develop local human resources with a Japanese-style service mindset in order to support the overseas expansion of small to medium-sized service businesses from Japan. To accomplish this, it partially subsidizes the costs of accepting trainees in Japan and dispatching experts from Japan. On July 22, 2014 we held “Tactics and Factors of HRD to train ‘OMOTENASHI’ talented person – Seminar on Case Examples of Overseas Advancement in the SME Service Industry” at the Tokyo International Forum.On the day of the seminar, as many as 100 participants in the form of managers at small and medium-sized enterprises (SMEs) and people from financial institutions that support overseas expansion gathered at the meeting hall.Professor Yoshihiro Oishi (Professor of Global Marketing, School of Business Administration, Meiji University) delivered the seminar’s keynote address, following which five representatives from five companies that have actually used this program introduced case examples from their companies. In the latter half of the seminar, Professor Oishi served as moderator and the five people were invited to serve as panelists for a panel discussion that was based on questions from the participants in the audience. In other words, in order to make the business a success the managers themselves must feel strongly about wanting to provide a high level of satisfaction to their customers. Next comes sharing experiences and information. As is indicated by the saying that services are “intangible,” know-how in the service business exists in the form of tacit knowledge that can be difficult to express in words. But since sharing the know-how of employees with high-level capabilities across the organization as a whole is indispensable for a company to grow, arrangements for disseminating these out are needed. Lastly, you must conceive of human resource development in a stratified manner. When expanding overseas it is important to educate mid-level employees and ultimately raise them up to a level where they can educate the local employees. But it is no easy task to promote human resource development in countries with different cultures and customs, and so it is important to offer education by following certain steps.
