21No. 5 AUTUMN 2014The New Delhi Office began operating as HIDA’s third overseas base amidst the literally scorching heat of New Delhi, with high temperatures of up to 48°C. Japanese companies have made remarkable advances into the Indian market, with the 1,072 companies and 2,542 bases (from a 2014 list of Japanese companies that have expanded into India) found there now representing nearly two-fold growth compared with five years ago. As such, India’s need for the development of industrial human resources is rising higher and higher.Amidst this, the New Delhi Office is carrying out the following sorts of activities.l Introduction to our program to develop industrial human resources in support of Japanese companies in the local regionFrom this past June to August, we travelled around to various regions such as Delhi, Chennai, Bangalore, and Calcutta to explain this program and hold exchanges of opinions at regular meetings of Japan Chambers of Commerce and Industry. Among the employees at companies that were newly advancing into the country there was a large number of people who were hearing about our expert dispatch program and other activities for the first time, with the same holding true even at companies that have previously made use of our training programs in Japan. This gave us a real feel for the importance of repeatedly providing notification of our programs. Moreover, our Training Activities for Industrial Human Resource Development for SME’s Service Industry raised the interest of quite a few Japanese people affiliated with restaurants, hotels, and similar establishments expanding into the local region, which gave us the sense that the spread of Japanese companies expanding out overseas is greater than ever before.l Support for the formation and implementation of industrial human resource development projects that benefit the industry in both Japan and IndiaWe have conducted interviews with the governments of both Japan and India and industrial organizations, Japanese companies in the local region, and more in order to draft and implement programs that will be beneficial for improving the business environment for Japanese companies advancing into the Indian market. For example, in India cheap, low performance products for which uniform international standards have not been established widely circulate on the market. Given such circumstances, we strive to develop local human resources by providing training and the dispatch of experts to enable them to perform accurate photometrical tests in order to disseminate Japanese LED lights that are high quality and reliable.In addition, the New Delhi Office’s jurisdiction also extends to neighboring countries like Bangladesh, Nepal, Sri Lanka, and Pakistan. These alumni societies also have powerful networks among political and business circles in these countries, through which they work to address a variety of different activities. To give but one example, the Nepal alumni society has completed work on its Nepal Investment Guidebook written in Japanese in order to encourage Japanese companies to expand into the country. The Japan-Nepal Investment Promotion Council was launched with an enormous amount of cooperation from the local government, industry, the Japanese embassy, and JICA, with the Nepal alumni society playing a central role in the council by serving as its secretariat.On September 18 we will hold a conference on manufacturing in Asia in Delhi with the cooperation of the AOTS India alumni societies and the Associated Chambers of Commerce and Industry of India (ASSOCHAM). There will be speeches by major players in the auto industries of both Japan and India and the participating companies can network, with the expectation being that this will deepen understanding of the auto industries in both countries and strengthen their connections.In addition, we have a number of other major events in the works, such as welcoming young Japanese people dispatched here as interns, as well as preparing for the World Convention of HIDA/AOTS Alumni Societies to be held in Japan in October.(Representative Satoru Mitani, New Delhi Office)New Delhi OfficeA briefing session on the programs (in Chennai)Ceremony commemorating the publication of the Nepal Investment Guidebook
