19No. 5 AUTUMN 2014Reports from Overseas OfficesHIDA currently has overseas offices in the three cities of Bangkok (Thailand), Jakarta (Indonesia), and New Delhi (India). In this edition we will introduce each office by focusing mainly on their duties. If you would like to consult human resource development in these three countries or the countries under the jurisdiction of these offices, we encourage you to contact the nearest office.The HIDA Bangkok Office is located in the Ratchadamri business district of central Bangkok. It borders Lumphini Park, which was reported on by the news as a base for anti-government demonstrations, as well as the Central World commercial district, which is one of the largest commercial centers in the country. Details on the activities of this office will be introduced below.l Programs related to human resource developmentThailand has wide-ranging industrial needs within the country as well as a large number of Japanese companies expanding into it, and so therefore it constitutes an important base for HIDA programs. In fact, in the previous fiscal year 684 trainees were dispatched from Thailand for training programs in Japan and 118 experts were dispatched to Thailand, which represent a large number of people compared with the numbers from other countries.The Bangkok Office carries out public relations geared towards industrial parks, the Japanese Chamber of Commerce, industry organizations, and others and offers advance consultations with and collects information for companies by coordinating with the HIDA head office in Tokyo and relevant agencies. It also carries out the planning, recruitment, and preparations for invitations for the training programs in Japan, overseas training, and expert dispatch programs. Its other efforts include dispatching experts and holding overseas training, following up on experts and interns that are currently dispatched (including crisis management), coordinating and cooperating with local cooperative agencies for each program, and providing support by offering joint programs between said agencies and HIDA.What is more, the office also carries out support tasks related to the aforementioned programs in Thailand’s neighboring countries (Cambodia, Laos, Myanmar, Vietnam, etc.).l Cooperative programs and activities with local relevant agenciesThe Bangkok Office has built up relations whereby it routinely cooperates and interacts with organizations in which local returned trainees are involved (alumni societies of returned trainees, the Technology Promotion Association (Thailand-Japan), etc.), government agencies (the Ministry of Industry, the Ministry of Commerce, etc.), local Japanese agencies (the Japanese Chamber of Commerce, Japanese industry organizations within the country), local industry organizations, institutes of higher learning (Thai-Nichi Institute of Technology and other universities representative of Thailand), and more. It receives cooperation in carrying out the aforementioned programs. In addition, it also exchanges opinions over the need for human resource development on a regular basis and works to tie this in with HIDA’s human resource development programs.l AEM-METI Economic and Industrial Cooperation Committee (AMEICC) Secretariat programsThe Bangkok Office carries out economic cooperation programs between Japan and ASEAN based on the accord from the general meeting of AMEICC in November 1998. The AMEICC Secretariat was jointly established in this office with the office’s Director Nobuyoshi Wakabayashi jointly serving as a representative of the AMEICC Secretariat. Under his leadership the office holds AMEICC general meetings; holds high-level working meetings; coordinates with related countries, the ASEAN Secretariat, and Japanese officials over various working group activities; runs conferences; and prepares draft documents. In this fiscal year the office used the 1 billion yen contributed by the Japanese Government through its supplemental budget for the previous fiscal year in commemorating 40 Years of ASEAN-Japan Friendship and Cooperation to carry out projects like a variety of seminars and study programs.l The Bangkok Office serves as a regional baseThailand not only has long-standing deep ties with Japan in economic, industrial, and cultural dimensions, but it is also referred to as the “hub of the Mekong regional economic zone.” What is more, the claim could be made that its domestic social and economic/industrial conditions, which had been in an uproar for a time, have largely regained their stability at present.
