I was inaugurated as the Chairman of the Overseas Human Resources and Industry Development Association (HIDA) on March 25, 2014. As such, I would like to take this opportunity to deliver my inaugural message.HIDA is an organization that provides technical cooperation to developing countries through public-private partnerships. It was created on March 30, 2012 through a merger between the former Association for Overseas Technical Scholarship (AOTS) and former Japan Overseas Development Corporation (JODC), and on April 1, 2013 it made a fresh start by transitioning to become a general incorporated foundation. I would like to express my profound gratitude for the unwavering support and encouragement we have received from the Ministry of Economy, Trade and Industry (METI), industrial circles, academia, local municipalities, and all of the other related parties that has persisted from the time of our predecessors since prior to the merger down through to the present.Combining the training programs, experts dispatch programs, and other efforts that have been cultivated by our predecessor organizations for roughly half a century apiece has made it possible for HIDA to fully accommodate the increasingly diverse needs for human resource development.As global interdependence becomes tighter-knit as a result of the globalization of recent years, newly emerging countries and developing countries, primarily those in Asia, have continued to achieve remarkable growth. The overseas expansions of Japanese companies have been growing with each passing day—irrespective of scale or type of industry—in order to capture some of this growth potential. Developing the human resources that will underpin economic activities could be listed as both a pressing and momentous challenge for the sake of truly sustainable growth between Japan and overseas countries. Therefore HIDA, which is involved in human resource development, has a renewed sense of the importance of our social mission.Another outcome of our technical cooperation has been the alumni societies organized by the participants of training programs who have returned to their home countries, which have spread to 71 regions in 43 countries. These alumni societies have harnessed their experiences in Japan to actively deploy a wide variety of grassroots activities, including human resource development, cultural exchanges, and contributions to society all over the world.
