12 HIDA JOURNALHIDA’s Initiatives for the Development of Industrial Personnel in Emerging CountriesHIDA is taking an active part in supporting the human resource development in emerging countries with rapidly growing economies. In this issue, we focus on HIDA’s initiatives to support human resource development in Myanmar and Africa.Human Resource Development in MyanmarHuman Resource Development in MyanmarIn Myanmar, Thein Sein was appointed as the President in March 2011 and political power was transferred to the new government. Subsequently, the democratization of Myanmar has been proceeding at an ever-accelerating pace along with the reform of its economy. Myanmar is now attracting global attention as the last frontier in Asia. In June 2012, HIDA concluded a memorandum regarding support for human resource development in Myanmar with the Union of Myanmar Federation of Chambers of Commerce and Industry (UMFCCI) and is currently working with the Myanmar Alumni Society to develop a variety of training and experts dispatch programs.One year since the conclusion of a memorandum with the UMFCCIIn June 2012, HIDA concluded a memorandum of understanding (MOU) regarding support for human resource development with the UMFCCI in order to contribute to promoting the industrial development of Myanmar and the economic relationship between Myanmar and Japan. In this section, we would like to report on support programs developed by HIDA over the past year.With Myanmar going through an economic reform and democratization, its potential market size and abundant labor supply are attracting global attention. However, as a result of the long-term economic sanctions imposed by other countries, Myanmar is suff ering from a shortage of investment from other countries as well as a lack of introduction of new technologies. Accordingly, the skill level of Myanmar’s industrial personnel remains as yet low. In order for Japanese companies to branch out into Myanmar at an accelerating pace in the future, there is an urgent need to develop high quality industrial personnel. To this end, HIDA is striving to enhance its support programs for Myanmar.In FY2012, in our eff orts to meet a variety of challenges, including changing the mindset of business executives, improving productivity and implementing effective measures for quality management, we are working in cooperation with Myanmar’s Ministry of Industry and the UMFCCI to provide a training programs in Japan for approximately 500 business executives and managers to help them better understand the knowledge and methods for business improvement. In order to support the garment industry, an important export industry in Myanmar, we Meeting with Dr. Khin San Yee, Myanmar’s Deputy Minister of National Planning and Economic DevelopmentFront row, from right: Ms. Cho Cho Wynn (Deputy Director General), Dr. Khin San Yee (Deputy Minister), Mr. Kazuo Kaneko (HIDA President), Mr. Khin Maung Tin (Ambassador to Japan), Mr. Hla Aung (Ministry of National Planning and Economic Development Assistant Director) (who participated in AOTS’s training program in Japan in 1997), etc.On June 24, a meeting was held between Kazuo Kaneko, HIDA’s President, and Dr. Khin San Yee, Deputy Minister of National Planning and Economic Development, who was visiting Japan to present a keynote speech at the Myanmar Investment Seminar held by the ASEAN-Japan Centre.This meeting was held in the afternoon of June 24 at the Imperial Hotel in Tokyo. In addition to the Deputy Minister, the following members from Myanmar attended the meeting: Mr. Khin Maung Tin, Myanmar Ambassador to Japan; Ms. Cho Cho Wynn, Deputy Director General of the Directorate of Investment and Company Administration, Ministry of National Planning and Economic Development; and Mr. Hla Aung, Assistant Director of the Minster’s Residence.In 2000, Deputy Minister Khin participated in a training program in Japan conducted as part of the former AOTS’s Center of Excellence Comprehensive Program (COE Program) (he was then teaching at the Ministry of Education’s Institute of Economics). At the beginning of the meeting, the Deputy Minister recollected his memories of the days when he was participating in the AOTS training. He also expressed his gratitude to AOTS, stating that he was able to learn many things in the AOTS training even when economic support from Japan was low.HIDA President Kaneko stated that he was pleased that many trainees have been participating in HIDA’s training programs from Myanmar especially since last year and that HIDA will continue to develop many training programs for Myanmar to support its development.Deputy Minister Khin then commented on some specific requests about HIDA’s training programs for the future as well as the importance of vocational training in Myanmar. In response to Dr. Khin’s comments, President Kaneko stated his wish to cooperate to meet Myanmar’s requests as much as possible. The meeting was concluded successfully.The Deputy Minister was kind enough to take time out of his busy schedule during his stay in Japan to create an opportunity for a meeting with HIDA representatives. This was possible partly because he was a former AOTS training program participant and understands the significance of the human resource development projects of AOTS (present-day HIDA). The meeting made us realize once again the importance of the human network that HIDA has developed over the past years through its human resource development projects.
