HIDA Journal No. 2 ● SPRING 201314HIDA NewsThe third HIDA Performance Evaluation Committee was held at KKR Hotel Tokyo (Otemachi, Tokyo) on November 7, 2012. This performance evaluation program was started in 2010 as an initiative of the former AOTS. It evaluates our performance re-sults annually against our annual plan cre-ated based on the FY2010-FY2012 mid-term business plan. The business plan was defined to enable our continued operational im-provement and include the following three objectives: (1) Re-establish management in-frastructure, (2) Capture a competitive edge, and (3) Develop infra-structure enabling future growth. The Performance Evaluation Committee en-ables us to receive advice on our overall operations based on the evaluation re-sults from external experts from an objective perspec-tive. This committee is composed of five commit-tee members who are well-reputed in such fields as public economics and de-velopment economics (see the list on the right).The recent Performance Evaluation Committee was held for the first time since the estab-lishment of HIDA through the merger of two organizations. Each of the committee mem-bers gave us recommendations and advice on two items (“FY2011 Performance Evalua-tion” for the former AOTS and “FY2012 An-nual Plan” for HIDA) based on their specific perspectives and experiences of working on performance evaluation at international organizations. Some committee members proposed that HIDA/AOTS global alumni networks were great resources and should be leveraged for new HIDA programs.HIDA will continue to leverage recommen-dations presented by the Performance Evalu-ation Committee for improved performance evaluation and better business operations, focusing on achieving the greater efficiency and effectiveness of our organizational per-formance. HIDA Performance Evaluation CommitteeIn this fiscal year, HIDA has been consigned by the Ministry of Economy, Trade and In-dustry (METI) to implement “the METI Global Internship Program” in collabora-tion with the Japan External Trade Organi-zation (JETRO). This program is designed to develop Japanese professionals who can ex-ert their capabilities in the global market by dispatching young business persons and stu-dents to private companies and government-affiliated organizations located overseas. The dispatched personnel are expected to devel-op their communication skills in different cultures as well as to work on assignments in an independent and aggressive manner or to obtain skills required to resolve issues and challenges.In implementing the short-term dispatch program with a dispatch period set for 2-3 weeks, we dispatched a total of 30 university students to Japanese-affiliated companies whose parent companies are small- or medi-um-sized enterprises and who have already expanded their business in Asia ahead of other companies during their summer vaca-tion. The students saw how Japanese small- and medium-sized companies successfully enhanced their business operations in develop-ing countries and experienced their front-line business op-erations to actually feel how at-tractive and capable these com-panies were. The dispatched students gave multiple posi-tive comments on small- and medium-sized companies at the internship reporting session held in September 2012, say-ing “I did not know much about small- and medium-sized en-terprises before, but I found great career opportunities in working for them.” and “I will consider working for a small- or medium-sized company as I hunt for a job.”Our long-term dispatch program with a dis-patch period set for 3-6 months sends young professionals and university students to pri-vate companies and government-affiliated organizations in developing countries. In total, 86 people participated in this program. We hope that each participant will show us how they have grown up through this pre-cious experience at the internship reporting session scheduled for March 2013.
